Dr Citer was first registered with the ACT Board on 1 November 1982.  She had previously been registered with Veterinary Surgeons Boards in SA, NSW and Victoria and has been registered continuously in the ACT since 1989.  She was first elected to the ACT Veterinary Surgeons Board in 1992 and was Chair of the Board from 1992 – 1998 and was possibly the first woman chair of a Veterinary Surgeons Board in the country.. She has been a member of the ACT Veterinary Surgeons Board continuously since 1992.

Dr Citer has made a significant contribution to the veterinary profession at both the national and state/territory levels.  She had experience in small animal practice early in her career before moving to a teaching role in the Diploma and Associate Diploma programs at the Canberra Institute of Technology (1984-1995), where she was a trainer in animal husbandry, animal welfare and animal breeding subjects relating to farm species.  She also taught an Advanced Certificate in rural Property Management.  From 1999 – 2003 she was the program coordinator and rural consultant at CIT Solutions, the commercial arm of Canberra Institute of Technology.  Dr Citer then moved to her present position at Animal Health Australia, where she is the Manager of Training Services and Johne’s Disease programs.

She has been a member of the Animal Ethics Committee of CSIRO from 1995 to the present and has been a panel member of the National Veterinary Examination Committee from 1992 to present.  She has also been an accredited trainer for the Cattlecare program.  Dr Citer has been, or is, a member of the Australian Veterinary Association, the Beef Improvement Association, the Australian Society of Animal Production, Australian Women in Agriculture network and the RCVS.
